The Adco SFS AquaShed Cover for Class A RV part # 290-52206 comes with four weighted straps as you mentioned. These straps are designed to help secure the bottom side of the cover to the motorhome. In order to install them you will first need to locate a lower strap on the cover and then attach one side of weighted strap to this. Once this is done you can then toss the other side of the weighted strap under the motorhome and secure it the strap on the other side of the cover.

My recommendation would be to add an adapter. Something like the Gen-Y Adjustable 2-Ball Mount w/ Stacked Receivers - 2" Hitch - 5" Drop/Rise - 10K, part # 325-GH-414, would be a perfect choice. It has a 10K weight limit, so you will have no problem using it with your tow dolly. You can use the lower hitch opening for your tow dolly and use the upper hitch opening for the Swagman XTC2 Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches - Frame Mount, part # S64670, you attached to your question.

There is not an option for a plug-in brake controller in the traditional sense for your 2009 Tiffin Allegro motorhome, so you would need to hardwire in a brake controller like the Tekonsha Prodigy P3 Trailer Brake Controller # 90195.

If the gear that you removed and was previously used was a 15 tooth gear like you suggest, then you will need to use the 15 tooth gear:
-Replacement Gear Pack for Lippert RV Slide-outs w/ 2" x 2" Arm # LC281331 for the proper replacement.
The 18 tooth gear will not work on your 15 tooth shaft as the number of teeth won't match and they won't be compatible because of it.

Since your 2009 Tiffin Allegro was built on the Freightliner FRED Chassis you will need the SumoSprings Solo Custom Helper Springs - Rear Axle # SSR-502-54 you were looking at for the rear, and the SumoSprings Solo Custom Helper Springs - Front Axle # SSF-501-40 for the front axle.
These will provide 1000lbs of support to the front axle and 2800lbs of support to the rear axle to fight sway and give your motorhome a smoother ride.

The Roadmaster D-Ring Adapter # RM-035-1 is approximately 2-1/8" wide so it would technically fit between the direct-connect fittings on your baseplates, but they aren't intended for this kind of use so if anything went wrong you would be liable.
